Time for Rehabilitation in Swat

If claims of the Pakistan Army are to be believed, the first phase of operation against the Taleban militants has been won. Now more than four weeks into the military operation, the writ of state is gradually being restored in the restive Swat Valley, raising hopes for the return of millions of displaced persons to their native lands. But what has been gained on the military front can soon prove to be an illusion if the victory is not coordinated with a viable strategy of relief and rehabilitation.
Taking into account the indigenous roots of the militants, who are now on the run, it is widely feared that they can stage a comeback with the passage of time, and try to cash in on sympathy grounds by waging a counter-insurgency movement. And such a challenge can only be met by addressing the weak points of the society that enables such unscrupulous elements to thrive on the excuses of poverty and radicalism.
The human avalanche that has taken place due to gunfight between the army and militants is a serious issue, and cannot be brushed aside with the silencing of guns. The internally displaced persons now account for more than 3.5 million, and are likely to pose a grave socio-political challenge for the provinces where they have taken refuge. Karachi, which is already burdened with a large number of such displaced persons, is gripped in political discord, and has seen ethnic killings in the last couple of weeks. This necessitates the need for finding a permanent solution to the issue of displaced persons, not only helping them return to their homes, but also ensuring their timely rehabilitation.
